Advisory Council
Notwithstanding any general or special law to the contrary, an advisory council shall be
established within EOEA. The advisory council shall advise the Secretary of EOEA relating to
the regulations authorized under M.G.L. c. 19D. The advisory council shall be comprised of nine
members, the Secretary of Elder Affairs or his or her designee who shall serve as chairperson,
the Director of the Department of Housing and Community Development or his or her designee;
the Secretary of Health and Human Services or his or her designee, and six members to be
appointed by the Governor upon nomination by the Secretary of Elder Affairs. Of such six
nominees, the Secretary shall nominate three persons who represent Resident consumer interests
and two persons who represent Sponsors and Managers of the Assisted Living Residence. The
advisory council shall by a majority vote establish its own rules and procedures. Members of the
council shall be appointed for terms of one year each. The council shall meet not less than on
a quarterly basis, and it shall prepare a report of its activities, not less than annually. The annual
report shall be made available to the public and the General Court.
