(10) DISCHARGE. If the facility and the resident are unable to agree on a service plan, the facility is unable to meet the resident ‘ s needs as identified in the service plan, or the resident no longer meets the criteria for continued residency, the resident must be discharged or relocated in accordance with Sections 429.26 and 429.28, F.S.
