(a)  Prior to submission of a license application, all Certificate of Need requirements shall be met according to G.S. 131E, Article 9. (b)  In applying

The following Statutes and Rules comprise the standards that contribute to rated certificates: (1)           G.S. 131D-21 Resident’s Rights; (2)           10A NCAC 13G .0300 The Building;

(a)  A rated certificate shall be issued to a facility by the Division of Health Service Regulation within 45 days completion of a new rating
